of p3point, presented a session at the virtual conference titled
“What is Value for Money? A Primer”. Using P3 basics as the
starting point to appreciate and analyze project risks, Mr.
Palmieri reviewed how not every infrastructure project can or
should be delivered as a P3 and how VfM analyses are performed,
including risk allocation, risk analysis, quantification of
risks, Monte Carlo analysis and adjustments to create the
“apples to apples” comparison critical to a useful VfM result
and how that analysis can serve as an effective public sector
decision tool.

The project is to replace the
existing San Francisco Municipal Transportation Agency’s
(SFMTA’s) trolley bus Potrero Yard with a modern and efficient
battery-electric bus maintenance and storage facility jointly
developed with a residential project. Responses to RFQ for the
design, build, finance, and maintain project are due October 16,
2020. p3point is a member of the Arup advisory team to the SFMTA
on the project.

“What is Value for Money? A Primer”. Value for Money (VfM)
analysis is used to compare the estimated total life cycle cost
of a project implemented by a public agency with traditional
infrastructure procurement vs. a P3 procurement. p3point
reviewed how VfM analyses are performed, assessment of risk
allocation, risk quantification and adjustments to create an
“apples to apples” comparison.
September 25, 2019
p3point is a member of the Arup
team awarded the Joint Development Technical Advisory Consultant
Team contract to provide expertise in developer agreement and
procurement strategies for the anticipated mixed-use
development. p3point’s roles in the Arup team include input to
project development, financial, funding and contractual
structuring and negotiations, procurement documents and bid
evaluations (RFQ-RFP), value for money, payment formula
structuring and affordability analysis.
September 21, 2019
p3point advised the City on the
Civic Center P3 that included the new Billie Jean King Main
Library, a 92,500-square-foot LEED Gold-certified building of
glass and wood, with space for about 300,000 books. The Grand
Opening included speeches by Mayor Garcia and Billie Jean King,
tours, an art exhibit, face painting, story time and food
trucks.
July 29, 2019
p3point attended the Grand Opening
Ceremony held in the new Civic Plaza on July 29, 2019 that
included a tour of the new City Hall and speeches by Mayor
Garcia, City Council Members and City Staff. A welcoming crowd
of Project stakeholders, including citizens, attended the family
friendly event.

Michael Palmieri, President of
p3point, led the round table presentation of “What is Value for
Money? A Primer” where he reviewed how public agencies use VfM
analysis at multiple stages of a project development and
procurement as a decision tool for whether a P3 or traditional
approach for a particular project is best. He also reviewed how
VfM analyses are performed, including assessment of risk
allocation, risk analysis, quantification of risks, Monte Carlo
analysis and adjustments to create the “apples to apples”
comparison critical to a useful VfM result.
March 4-6, 2019
Michael Palmieri, President of
p3point, led the round table “Street Lights: City vs. Utility
vs. Smart City Technology Platform” with a discussion of how to
take advantage of street light conversions using P3 approaches
to achieve significant energy and maintenance savings combined
with improvements in communications, service and security, and
hurdles to implementation.
March 1, 2019
p3point was part of the Jacobs led
advisory team to NWC for the development of the RFQ for this
significant Denver P3 redevelopment project. The Triangle
portion of the NWC includes over 40 acres of real estate
development, a 10,000-seat arena, expo hall, rehabilitation of
the historic 1909 building, parking and other public
infrastructure.
July 26, 2018
p3point led an all-star team of
airport privatization experts bidding to provide comprehensive
services to the City of St. Louis in their effort to privatize
the airport. The selection of advisors backed by a third party
has created controversy and uncertainty around the process.
Following the selection of advisors, p3point offered to the City
to assist as an independent advisor.
